Not every project proceeds as originally planned, something Younex Enterprises Corporation knows all too well. When it was selected to oversee construction of the Ukudu Workforce Village in Dos Amantes, Guam, an anticipated buildup of American military forces was expected to take place at a rather fast pace. Along the way, there were some permitting issues to overcome, and the pace of the military buildup was slowed. But Younex has demonstrated that the company has an ability to adapt to the unexpected.
Many companies are preparing for a construction boom on the island of Guam because the U.S. Marines are moving approximately 8,000 troops and 9,000 dependents from Okinawa, Japan, to Guam. However, William Flores, president and owner of W.B. Flores and Associates, is anticipating a more gradual buildup. “It’s going to take place but not in the compressed timeframe like most people thought,” Flores predicts. “Everyone thought it would have to be finished in five to six years.” He estimates building new facilities for that number of troops will take 10 to 15 years because of the local infrastructure not being able to absorb such an influx quickly.
One firm riding the first wave of Guam’s planned military buildup is Unitek Environmental Guam. In September 2010, the Barrigada, Guam-based company was awarded a five-year remediation contract to address munitions and explosives of concern (MEC) from planned military construction sites.
